They need a reason to use it. I can't even think of a reason why I would want such a feature but someone else does obviously.

Yea for a server like Chromie where there are player disputes with no evidence of what happened, it could very well have its uses

Oh, yeah. For some reason I thought it was more like combat logs etc but if it includes loot and all that too I can understand the use of it on public servers.
