ARM64 is fine but the OpenSSL you installed is either wrong or not intended for ARM. Several of my servers run aarch64 (or arm64) with zero issues so I know for a fact that's not the issue.

Thank you so much! I make it work now. The documentation is using openssl 1.1. My laptop is using version 3.1.2 I need to update the command line manually

That's probably a typo but I don't know for sure how it works when you need to specify the path.
