Not sure if you're trying to get this server accessible externally, but if so, the port forwarding needs to be configured on your gateway/router

it sounds like they have a VPS (but is also maybe running proxmox?). they likely have an external IP directly on the server and just need to correctly configure the firewall, and ensure the service is running properly before attempting to validate the port is connectable externally
