my guild i run we're doing our own progression push through TBC and even with increased rates, the resources don't actually reward more, so with that method, do i have to go through herb/skinning/mining, etc. to make them reward more than usual?

Pretty much, there isnt a single rate line in the conf to increase that specifically at the moment

I have never tweaked loot on gobs but I cannot imagine you have to do it for every single GUID
