That is common for mounts that change both flying and ground speed. Celestial steed is the same. Celestial steed is one that changes based on your riding skill which is probably making it behave strangely, I guess. If it's blizzlike or not, I couldn't say.

The issue I see with celestial steed is that if you are in an area where you can fly it'll say 60% and whatever % of flying but if you're in an area where you can't fly, it'll say 100%. It's strange. For the record, based on the speed of the animation mainly, it does almost look like it changes teh speed of it too.

this is just my opinion but i would say if u are allowed to learn these special mounts with 60/150 riding then its intended

It *might* just be an issue with the spell tooltip. I can't be bothered right now to run one without flying and one with next to each other to see if the speed matches on the ground so me saying it seems to run slower is based on the animation speed and could be wrong.
