That will just make all the quests "red" at lower level.

Not that I have ever heard of. the closest you might get is a reference loot list that is associated with every creature in a zone. Like there is a single recipe list that has a small chance to drop from any creature in Molten Core.

since same zone mobs usually are same lvl so thats ok

That's not quite right. You add the reference to each creature, it's not automatically added to all creatures in a specific zone or map.
