We tried making him new accounts, 3 of them, each says the same thing. "this account has been locked but can be unlocked"

It's on his end, I was able to log in to one of the accounts that said it was locked on his end.

Your freind is connecting to the wrong server. They're potentially using a client which does not allow changing the realmlist.

They all allow changing it, really. The realmlist.wtf file might be set to read-only, which obviously I fail to see the reason for, but it would tell them that it can't be saved when they try to change the realmlist.

You can override the realmlist in both mpq patches and binary edits as well
