I recommend using the Autobalance module, it's been working very well for me so far and it's easily customizable to adjust how difficult you wish to make it. Plus KJack is working on additional changes that will add even more configurable tuning.

It'll automatically adjust in game to the amount of players entering a dungeon based on a curve in the .conf file.
