Okay, I tried giving a undead Character friendly reputation for Stormwind, so everyone in Stormwind was friendly (Talk to Vendors, Talking to Guards etc works fine) But Questgivers wont have any quest. Thats the point where i need to edit the Npc's with quests right?

The quests are locked to races so you would need to change all those quests

It's the `AllowableRaces` column of `quest_template`

Keep in mind that horde characters will get the same reputation from those quests as alliance does
