is there any reason to have sql file with changes in core or can it be in module even if core depends on it ? (obviously i will always have that module)

Update it frequently enough and reduce the effort required. I mean, I moved my progression to the core and yeah it's annoying to have to keep track of SQL updates possibly messing up my changes but it would be a lot worse if I only updated once a month.
