You changed the IP and it gives another error. You should show us the error on the same IP to see where the main problem is and draw a line on it.

I feel like an idiot since I copied the string I thought the brackets should have been apart of it, I removed them now it's giving me the error StartNetwork failed to bind socket acceptor, Failed to initialize network
