I guess you did a faction or race change. The skill doesn't exist because (most likely in your case) it's trying to access a skill that isn't available to your race. It's not supposed to happen but it's usually not the end of the world unless you're missing something that your race should have.

I wouldn't call it normal but it's known - it's still not the end of the world unless you're missing something your race should have as I said.
