this is how it looks in heidisql, using the public ip from whatsmyip, its the ip in his reamlist.wtf (set realmlist xxx.xx.xx)

There is your problem Wishfully. Your still have it set to 127.0.0.1. You need to change it to that server's local IP address, like 192.168.x.x

And then likewise, in that person's realmlist.wtf file, they need to use that IP address as well (192.168.x.x of the server).
