Seems when setting up a minimum level for whispering in config, even with GM on and GM chat on, i cannot whisper until the defined level. Is this intended?

I think it makes more sense for GM accounts to ignore such limits

It should ignore it but it doesn't. I'm not sure why but it's an easy fix.
