It seems that they don’t react to the player in any way, they can’t be hired, judging by the description.

With Playerbots, the account was created for 10-15 seconds, and the same amount to give it a GM. I don't know if it should be like this, or it was incorrectly installed, but I didn't want to figure it out further, after this).
NPCBots yes, it work well. Hopefully in the future, they will add the ability to hire these characters.
