It wouldn't be a big deal but that quest opens up about 15-20 quests behind it.

Yeah, I have absolutely no idea why it's not showing up. I've even looked using Keira to see if something is causing it not to show up but there's nothing. No quest required to open it or a flag stopping it from showing up - nothing.

I can't do much more, sadly. It makes absolutely no sense to me. What if you try adding it to another NPC to see if it shows up?

(you can use `.reload creature_queststarter` to not restart the server to add it to another NPC)
