Then it's probably the quest itself doing it. I can't find anything preventing it though - nothing in disables, conditions, quest_template_addon or anything. I'm not exactly well versed on the quests though but you'd think something would be set somewhere.

Right. I was using another quest that the quest giver gives as a reference, because that quest was working fine.

Yeah, I noticed another quest showing up as I changed my level from 68 up to 75.

So yeah, after adding the quest manually to a player, once they complete it, the rest of the quest chains work fine.
