You need to copy the config to the location of your server binaries. For example, if your server is in C:\AzerothCore\worldserver.exe, the config should be in C:\AzerothCore\configs\modules\challenge_modes.conf

While changing config settings, also please ensure EnablePlayerSettings is set to 1 in your worldserver config, if you have not already. That will be necessary for the challenges to save.
