It does modify XP based on the rate but it also gives you XP based on the honor you gain, afaik.

I've never noticed you gain XP when you earn honor but obviously I have no idea since PvP is for dummies.

alright, I redid the whole core setup from step one, this time with at least a quarter of an idea of what i'm doing and no weird skipping over and back over steps trying to unfuck it. the first time around i must have gotten something wrong somewhere, because now everything runs fine and the only issues indicate a clear and quickly fixed user error. thanks to those who tried to help
