What do you mean by you can't solve the problem. Copy the damn file over to where worldserver.exe and authserver.exe is.

so i have the xmog config to allow mixed weapons, but i can only see daggers for transmogging over my dagger at the npc

The Modern (1) AllowMixedWeaponTypes setting uses modern retail transmog restricitons, which places Daggers into their own category. If you'd like to transmog Daggers to other weapon types, you need to set AllowMixedWeaponTypes to Full (2).
