I'm guessing the latter is specifically for weapon stats when using spells. watch me be wrong though.

Somehow a spell of mine deals a LOT more damage than mortal strike, though both use normalized weapon damage

Thunder clap for example, doesnt have anything about that in its Spell.dbc
