sure, that shouldn't be hard as long as you can track the changes

Hah. The reason is simple. Celguar maintaining the SPPv2 via Cmangos has done some amazing work. The open PvP and Battlegrounds aspect of randombots is something I miss. But of course, AzerothCore is more put together, and NPCBots are better at dungeons. But then you give up Open PvP and BGs

Even if I had a bunch of dumb bots that had some rudimentary "run up and auto attack/cast fireball" while still maintaining a squad for dungeons, would be well worth it.
It also is a learning experience. May not be able to readily achieve it, but I have to dive in somewhere, and this is my current goal. Maybe I move the project in the right direction, maybe I just leave with just a little bit more knowledge than I did before. Either way is a win in my book

would be nice to have proper player bots doing all content especially instances even on their own without real players so we can load test server but it would be probably too much work to do that

Based on the work Celguar has done with cmangos and the playerbots there, it most certainly is a marathon and not a sprint... They are stable and half-way decent in the vanilla/tbc modules. Instability comes out of wotlk due to unfinished talents/content in that module, so it can lead to server crashes.
That said, the difference between AI of NPC bots (trickerer's) and the playerbots, it is night and day. NPCbots can take care of themselves and you throughout the dungeon. The playerbots you have to micromanage, they are more of a liability than a help.
This is why having the option for both, in my opinion, is lucrative. Get to have AI punching bags while roaming open world/going to Battlegrounds, but also can do dungeons more or less "as intended" without having to baby your AI party members or boosting your stats as if you were 20 levels higher than the content
