well that part "most" is not true i guess since there will probably be many casual users who changed anything anywhere without any backup

no simply if we cant rename it to conf for whatever reason then why even copy it if there is already config ? its pointless to copy it there but some1 could also argue that since its not used anymore it doesnt matter if its there
