It won't happen, because cata was a shit expansion and no one really liked it, it introduced systems that are much harder to emulate compared to wrath and the older cores, and it's already old with no real drive to develop it.

Wrath only became as good as it is because it was popular, you had competition between cores, and there was drive to emulate it while the expansion was relevant
