It still wouldn't make sense to start from scratch. Even if you grab an old core that hasn't been updated in years it's easier to clean that up and improve it since you'd still have more than you would when starting from scratch.

Few days ago I was updating my web app and I just created it from scratch and moved my code to it and then force pushed it to repo bcs for me it's just easier than trying to handle 8 different migration guides for libraries I use
