I'd personally recommend creating a user that you can use to access the databases and that user with the proper privileges could also run that SQL file to create the user for AzerothCore. Would you happen to know how to access the MySQL terminal? Are you running Windows or Linux?

Run that command line client. It would also be done using the MySQL Workbench but personally I don't use it so I don't know how it works since I don't know the GUI of it.

Alright, if MySQL is running on that system you can simply use the root user to do what you need

I'd personally use a GUI since you can also use it to change things in the database if you want to in the future. There are plenty and MySQL Workbench is one but again I don't know how to use it. I use HeidiSQL myself which I think is great but it's really personal preference.
