i dont know what that does but sometimes is issue in make files and u need to recreate them and that is done with cmake so this wouldnt help

when u update linux and so dependencies common error is wrong headers for that u have to rerun cmake

It is `make clean`. You just run it before make, yes. You shouldn't run clean unless you're having issues though because it'll cause a full recompile.
