I did query it and restarted wordserver, still it doesn't allow me to use flying mount in azeroth. Did I missed any steps?

looks like it creates a "tome of world flying" i think it says. you may need to get that item and use it

if i understand it correctly, the itemid is 701000. you can summon that item with a gm character
