Optimization needs to happen once you already know there is a performance issue. If you can't provide an example related to AC, that's good news. It means you don't need optimization yet.

No idea, never heard of dealing massive damage in D3 being a problem that causes the server to lag, I'm sure that would be sorted relatively quickly
