The client can only open the achievements pane when they gain their first achievement, which is usually at level 10.

well yeah to open DF lvl 10 but I think he means he wants the DF to populate with all dungeons .. so at 80 he can go back and use DF to do WC etc

I'm not sure why it was mentioned that they want to be able to farm certain dungeons for materials since that wouldn't require you to be able to open it at 1. It's confusing.
