I don't really know much about the CMS specifically to be fair, but from a web perspective this error is essentially a 404 not found, and you mentioned removing the test page. Does the install folder referenced in the second screenshot exist? Is there anything in that folder? Are you able to load one of those files if you enter it in the URL directly like any files ending in HTML or PHP? Do you have an .htaccess in the root, or in the install folder, that may have redirect logic that is messing with what is trying to load? Or, are there permission issues on any of the files that are in scope here (like not owned or in the same group as your HTTPD/apache process?

to be fair you probably wouldn't get 404 for that last suggestion, but just throwing out some things to check
