That's true even today as people edit the dist from time to time instead of making a copy of it anyway. They could just as well remove something from that one.

aw I went to eat and came back to a wall of text haha. I mean that the conf.dist file is used, and if I want to change one single setting I just need a conf file with only that setting in (and it gets the rest defaulted from the dist file)
