Oh, that's silly. I haven't seen any other core *ever* use this setup so I don't understand why it should stay as-is.

The way it works now is, core sets all config to core defaults, core loads dist file and overrides defaults, core loads conf file and overrides the override

quickfix it so it generates a .conf file instead of a .conf.dist and then remove the dist check
