It's not HDD. My 1 core (2 thread) database server which I use for my live server takes about 4 minutes to import that one update while my 4-core dev server doesn't even take a quarter of a second.

It could also be different between MariaDB and MySQL. My main server uses MariaDB while my dev one uses MySQL but I'm not going to compare those two just to see if there's a difference because I don't care if that one update takes some time. If it bothers people they're clearly clearing their database too often.
