I don't know about the bind-address setting, but yes if you want to bind the user to a specific endpoint then you can specify it exactly like that

I'm guessing you can just set it to listen on all interfaces like you noted, then just restrict who can access through the CREATE USER command

also if you are worried about using a packet sniffer you could probably use ip forwarding and then sniff on the forwarded device
