Your question is based on a wrong assumption. GM isn't higher account level than dev. So i'm not sure what you're asking for.

basically i want to know what dev allows me to do what gm doesnt so i can understand why dev even is there or if its just artificial label

or maybe not gm chat in its entirety i would have to try whisper to second acc but it forces blizz badge in chat
