If I wanted to spawn this creature to permanently be in Goldshire (idk), do I have to do that in game as a GM or do I do that through database actions?

Either if I'm not mistaken, in-game you could do `.npc add` which I think makes it survive through restarts (`.npc add temp` does *not* survive restarts) or you could add it in the DB table

Ah, in that case might I recommend https://github.com/heyitsbench/mod-ptr-template
It's not exactly compatible with Keira, but it does provide some neat options for you/your friends in terms of getting in and having stuff available to you
