Those that do not require a skill and a certain rank of that skill doesn't need anything other than 0.

For example, if a skill requires engineering 230 - that will be defined there. If they don't require that, there's no need to set a requirement for it.

Well, it would require the skill you define. The accepted values are listed in SkillLine.dbc in case you actually want to do that.
