I think leveling via class quests, as well as quests along the way, would be the way to go. Always doing class related content and learning new skills as you go.
Also, perhaps I'm misremembering, but was there a world server option that gives characters their abilities/skills immediately upon leveling?

No, there isn't an option for that. There are modules for it, that's about it.

I never really liked the concept of paying to train your class. Seemed odd to me: "Hero! We need you to help us fight the evil Horde! Train as a mighty Warrior and join our ranks... OK, so that'll be 10g for the skills, 3g for your uniform, and another 12g for potions, foods, etc."
