Seeing as we can't see all of the error messages, I can only assume you installed the wrong version of OpenSSL or didn't follow all the required steps when installing OpenSSL or installed the source package rather than the binaries. It's all too hard to know exactly.

Neither have I. Granted, I only use a windows VM when I'm working on my modules but never had issues with it.

Jared, are you mixing DB environments? Not sure why you would mention AC and TC when referencing the errors you're seeing.
