I literally just mashed by hand against my numbers, limiting myself to 4 numbers, and googled the number for any services using that port. It's not used? Great, I'll use it.

They're technically not trying to get data. They're just looking to see what is accessible and either use that themselves to try and get access or give to someone else who will do that.
