What if you manually install select packages for MySQL? This is all I have installed and I selected custom installation and chose those only and it works perfectly for me.

I've uninstalled the MySQL Installer ver. 8.0.31 and installed ver. 8.0.28 and it still fails to install due to the VS requirement. I'm trying to see if I can get a VS2019, but I have not found a community edition.

My point is, those two are all I have installed and it works as it should. You only need the C++ connector but the version doesn't matter.
