Did you install visual studio first and all the required packages from visual studio? That issue only pops up for me if I try to install mysql before VS.

Yes, I have installed a full version of VS 2022. The MySQL installer says that the requirements are not met and that I need to use VS ver. 2015, 2017, or 2019.
