I mean you kinda do, at least on my iso it asked if you wanted a default install or a minimal one

Even with a minimal it still comes with some things you don’t really can opt out of. Trying to downgrade openssl seemed like a real hassle and I didnt get it working properly either. With Arch it just worked because they still have 1.1.1q by default if you choose to install openssl

Well pretty soon (hopefully) OpenSSL 3.0 will get support, so that won't be the situation in the future

It doesn't. You shouldn't use Ubuntu 22 anyway, that was your biggest mistake. If you really want to use a distro that has OpenSSL 1.1, Debian 11 is really a much, much better choice than Ubuntu and there's only a few commands to run and AC is up and running. My installation of Ubuntu 20.04, which I chose only because Oracle doesn't have an image for Debian 11, has nothing on it except what I want it to.
