That actually does sound like a regression bug. Default value of 0 means there is no starting progression applied, so players should start at progression level 0.

I can confirm that there is a bug causing progression to get set to WotLK on new characters. This seems to have appeared after a recent update. I'm investigating now. Sorry to have cause you so much trouble!

Also with a somewhat clean build it seems to work but when I add a few modules it seems to break apparently the progression at least

It is resolved in the latest update just now. The Death Knight starting progression check forgot to check that the player was actually a Death Knight, so it was being applied to all classes. >_<
