No I still gain exp and can go to Outlands on normal acc too..

Could enter ZG, AQ40, BWL even and level past lvl60 seems like the module is completely off except for some things like xp nerfs etc. But EnablePlayerSettings is set to 1 in world conf and the module is enabled in its seperate config too
