I believe that it is necessary to complete one thing (like AzerothCore) with all the improvements and corrections(for working all content in game) in order to move on to something else. This is called a competent sequence.

People also have lives and may not have a lot of time. When they find extra time they might put it into contributions if they feel like it or perhaps they choose to put time into something else - other games or other projects etc.
