The tier is complete for a player when that players defeats the final boss for the end-game raid of that tier. This will then let that player progress to the next tier, and make everything available in the game to them that was added in that tier (such as new quests, raids, areas, or increased level cap.) This is per-player, so some players maybe in Blackwing Lair while some are in Ulduar. Every tier is designed to be like the game was when that tier is release, so catch-up mechanics are removed, such as Ulduar bosses dropping Conquest emblem instead of Triumph emblem, or Shattrath vendor only offering 2.0 Justice gear until players reach patch 2.3 of progression.

There are also adjustments to player power to account for WotLK talents are more powerful that Vanilla or TBC talents, and also to reduce the power of previous expansion end-game gear when going to the next expansion (otherwise, for example, Naxx 40 gear is so strong that players will not get any useful gear for 10 levels, and also the leveling experience will be much too easy - this encourages players to change to new gear.) This can all be adjusted or disable with the config, though.

So, Vanilla and TBC difficulty level should feel very accurate to when that content was present time content.

thank you, I figured it was likely just the final boss, but didn't know if you had to collect certain things or not

Yes, it is the final boss, but get to the boss requires all original attunements, so it still requires complete most of the content of that tier.

its funny because a lot of memories from those raids still feel recent, hard to believe its been like 15+ years now
