something being in core doesnt mean it was ever used there are many remains of never used things or deprecated things....real proof of it being there is providing video or some forum threat discussing it from 2009

After completing the daily "There and Back Again" you will be able to race the rams and supply the Brewfest with beer from Kharanos. This event has a 18hr cooldown and aint a quest. And when done completly right can give you 20-30 brewfest tokens

that may be, but these annual events have always been part of it for many years. Likewise the Halloween event which also does not work with the headless horseman except for the dungeons.

i am unsure how much of the event was present in 2009 but either way it is likely a low priority, behind the core game

should definitely report bugs on github and see if anyone has something to say about it, they may have a solution or they may say that it isn't going to be fully implemented for a while
