Sure, I understand the frustration, but nobody knows to what extent they’re willing to go and Discord just takes down accounts and servers willy nilly and you can’t really appeal or do anything about it

Blizzard cares if you're making money off of their product. There's no guarantee that Blizzard will care about a specific server, especially if their gain isn't good enough to be worth spending the money to go after a server. There are so many servers around but they're not very well known or have enough players or hell they're in countries which is either hard or impossible for Blizzard to act on.
